      技术转移是促进创新链和产业链深度融合的关键纽带。立足双循环新发展格局,深入考察国内技术转移、国际技术转移对产业升级的影响,成为一个值得关注的议题。采用数据挖掘技术获取2007~2019年中国283个城市的发明专利和实用新型专利转让详情数据,从国内、国际两个视角考察技术转移对产业升级的影响。研究发现,技术转移可以带动产业升级,国际技术转移对产业升级的正向作用大于国内技术转移。异质性检验表明,地理区位更具优势的城市、城市群范围内的城市更能发挥技术转移对产业升级的正向作用。地区促进效应分析表明,提高产业集聚水平、加强创新积累可以促进国内技术转出、国际技术转入对产业升级的正向作用,优化资源配置可以促进国际技术转出对产业升级的正面效应。以上结论为新发展格局下完善技术转移体系与加快产业升级提供理论基础与实践依据。

      China's economy has entered the stage of high-quality development. Industrial upgrading is a powerful support for accelerating the construction of a modern industrial system and an important path to achieving high-quality development. However, it is faced with the dilemma of relying on foreign advanced technology and the continuous reduction of enterprise profit space and industries in the middle and low end of the global value chain. How to break the “low-end-lock” and promote industries to advance has become an important issue that needs to be solved urgently. The circulation of technological elements is an important support to stimulate innovation vitality and improve the level of science and technology. It is also a key link to the transformation of technological achievements, the adjustment of industrial structure, and the transformation of economic development mode. However, from the domestic perspective, the relevant system of technology transfer is yet to be improved, the construction of the technology transfer platform is not perfect, and there is a lack of communication channels between technology suppliers and recipients, resulting in the mismatch of technological innovation resources. From the international perspective, China has been increasing the ability of innovation mainly through the introduction of international technology for a long time and lacks the accumulation of core technologies with ultra-long cycle research and development projects. The new development paradigm featuring dual circulation has brought new opportunities for China to upgrade industries and cultivate strengths in international competition. Establishing the technology transfer system with the domestic market as the mainstay and cultivating China's new advantages in international competition can help China seize the initiative in the new development paradigm featuring dual circulation. Therefore, the following questions are proposed: “From the perspective of dual circulation, how do domestic and international technology transfer affect industrial upgrading? and “What are the differences in this impact under different development levels?”To answer the above questions, this paper includes technology transfer, industrial agglomeration, and industrial upgrading into a unified framework of the new development paradigm featuring dual circulation. It adopts data mining technology to obtain detailed data on invention patents and utility patent transfer in 283 Chinese cities from 2007 to 2019 and empirically studies the impact of technology transfer on industrial upgrading from both domestic and international perspectives. The research results indicate that technology transfer can promote industrial upgrading, and international technology transfer has a greater effect on industrial upgrading than domestic technology transfer. Cities with more advantageous geographical locations and cities within urban agglomeration can better play the role of technology transfer in promoting industrial upgrading. In regions with a higher level of industrial agglomeration, resource allocation, and innovation accumulation, the positive impact of technology transfer on industrial upgrading is strengthened. A series of robustness tests are carried out on the benchmark regression results by replacing the explained variables, replacing the model with the system GMM model, the exogenous impact of the national science and technology achievements transfer and transformation demonstration zone policy, and the instrumental variables, which prove that the conclusions are robust. Based on the results, the following policy recommendations are proposed. First, improve the domestic and international technology transfer networks and enhance the efficiency of the technology transfer system. Second, improve the level of industrial agglomeration and give full play to the positive externality of industrial agglomeration. Third, accelerate the development of a large, unified national market, and the better allocation of resources. Fourth, improve the level of innovation and strengthen the supply of high-quality scientific and technological achievements. Lastly, promote the advanced, digital, green, and low-carbon development of industries.
