      利用跨境电商推动双循环新发展格局的构建,不仅是中国借助贸易新业态、延伸国内价值环节的必然抉择,也是发挥超大国内市场优势、实现产业自主发展的关键举措。本文构建企业双循环协同程度的微观测度指标——交互循环长度,从价值链延伸的视角系统审视跨境电商的微观效应。研究发现,以跨境电商为代表的贸易新业态具有显著的双循环协同效应。机制分析表明,跨境电商通过前端采购优化和后端生产柔性化提升企业交互循环长度,并且,跨境电商的双循环协同效应不仅在外商投资企业、进口投入分散化程度较高的企业,以及上下游产业配套良好的环境中更为显著,还受国内电子商务发展水平的调节影响。进一步研究发现,跨境电商通过提升企业交互循环长度,优化企业经营绩效,进而印证了跨境电商在两个市场、两种资源中的重要桥梁作用。本文深化了对数字经济背景下跨境电商双循环协同作用的认识,对构建新发展格局和促进经济高质量发展具有重要的理论与现实意义。

      Leveraging cross-border e-commerce to advance the new “dual circulation” development paradigm is not only an inevitable strategic choice for China to capitalize on emerging trade formats and extend domestic value-chain linkages, but also a critical measure to harness the advantages of its vast domestic market and achieve industrial self-reliance. However, the issue ofhow to strengthen interactive circulation to achieve effective coordination between domestic and international circulation-and, in the pursuit of autonomous development, avoid low-end lock-in-remains pressing and deserves further attention. Given that cross-border e-commerce is a key vehicle for integrating the digital economy with cross-border trade and has profound implications for firms’ division-of-labor choices and economic performance, this paper starts from the reality that China has become a major global digital economy. It develops a firm-level micro indicator of the degree of dual-circulation coordination—interactive circulation length—and systematically examines the micro-level effects of cross-border e-commerce from the perspective of value-chain extension. The findings show that the emerging trade formats represented by cross-border e-commerce generate significant dual-circulation coordination effects; this conclusion remains robust even after performing stringent robustness checks and a careful treatment of endogeneity concerns. The results of the mechanism analysis indicate that cross-border e-commerce increases firms’ interactive circulation length by optimizing upstream procurement and enhancing downstream production flexibility. Moreover, the dual-circulation coordination effect of cross-border e-commerce is more pronounced among those firms with foreign investment, those with more diversified import inputs, and those operating in environments with stronger upstream and downstream industrial support. Similarly,this effect is further amplified in regions with a higher level of domestic e-commerce development. The analysis of economic consequences shows that by increasing firms’ interactive circulation length, cross-border e-commerce improves firms’ performance, thereby providing strong evidence of its pivotal bridging role between the two markets and the two sets of resources. The contributions of this study are threefold. First, this paper examines for the first time the dual-circulation coordination effect of cross-border e-commerce from the perspective of changes in firms’ value-chain length, extending the research frontier on emerging trade formats in the context of accelerating the formation of the new development paradigm. More in detail, this paper systematically demonstrates how cross-border e-commerce promotes coordinated development between domestic and international circulation, providing not only useful theoretical and empirical reference to advance the new development paradigm, but also a solid micro-level foundation for the analysis of economic circulation. Second, this paper focuses on interactive circulation as a key manifestation of dual-circulation coordination. By combining multiple types of micro-level data with an input-output analysis, it offers a nuanced characterization of the specific connotations and economic significance of interactive circulation, thereby enriching the theoretical understanding of the mutually reinforcing relationship between the two circulations under the new development paradigm. Third, this paper innovatively develops an analytical framework for the internal mechanisms underlying the dual-circulation coordination effect of cross-border e-commerce, opening the “black box” of the transmission channels. In this way, it provides deep insights into the mechanisms through which cross-border e-commerce promotes mutual reinforcement between firms’ internal and external circulation, while also offering a comprehensive examination of the heterogeneous effects of industrial-chain supporting advantages and the potential moderating role of domestic e-commerce development. These findings provide important support and practical guidance for Chinese firms seeking to cultivate new competitive advantages by leveraging emerging trade formats. The policy implications of this study are as follows. First, institutional support for cross-border e-commerce should be strengthened, by accelerating the establishment of a rules-and-standards system covering the entire transaction process and the full business chain, while continuously improving the policy toolkit supporting its development. Second, firms should be encouraged to leverage cross-border e-commerce and other new business forms, to restructure procurement and production models and enhance their ability to allocate resources across domestic and international markets. Third, industrial support systems and regional e-commerce ecosystems should be optimized, so as to strengthen the external conditions underpinning the dual-circulation coordination effect of cross-border e-commerce. This entails the continuous improvement of the domestic e-commerce development environment, as well asthe promotion of data connectivity and business coordination across all segments. Fourth, the deep integration of traditional industries with emerging trade formats should be advanced, and a long-term promotion of industry through trade and stabilization of trade through industry should be established, so as to better leverage the bridging role of cross-border e-commerce in connecting domestic and international circulation.
