      交通基础设施建设是推动中国经济增长的重要支撑,在区域协调发展成为高质量发展关键路径的背景下,科学评估交通基础设施的区域效应具有重要意义。本文将地方政府财政决策内生化纳入多区域多部门空间一般均衡模型,结合2002~2020年中国公路路网数据,从区域—行业关联视角量化评估公路基础设施建设的福利效应及其协调发展效应。研究发现,样本期内公路基础设施建设使全社会整体福利提升2.78%,且中西部地区福利提升更为明显,有助于缩小地区差距,促进区域协调发展。机制分析表明,公路建设通过提升西部地区原材料流通效率、推动东中部地区部分制造环节向西部梯度转移,促进跨区域资源优化配置与产业分工深化,进而强化区域经济联系。中国近20年的公路基础设施建设不仅重塑了区域经济发展格局,还通过强化区域间经济联系、优化资源空间配置,有效缩小了地区间发展差距,成为促进区域协调发展的关键手段。

      Since the implementation of the profound reform and opening-up policies in the late 20th century, China has consistently prioritized the comprehensive development of its transportation infrastructure, considering it as a crucial pillar and fundamental driver for macroeconomic growth. However, a significant theoretical debate persists within economic and academic circles. While the existing body of literature almost universally affirms the positive aggregate growth effects of these massive investments, there is still deep-seated controversy regarding whether these networks can genuinely promote balanced, equitable regional development. In the current era, where coordinated regional development has evolved into the definitive pathway to achieve sustainable, high-quality economic growth, a rigorous, scientifically grounded evaluation of the specific regional effects of transportation infrastructure carries immense theoretical value and urgent practical significance. To address this critical gap in the literature, this study constructs an advanced methodological framework by formally endogenizing the complex fiscal decision-making processes of local governments, integrating these dynamics into a sophisticated multi-regional and multi-sectoral spatial general equilibrium model. By combining this rigorous theoretical architecture with an extraordinarily comprehensive empirical dataset encompassing the entirety of the Chinese national highway network and spanning a longitudinal timeframe of nearly two full decades from 2002 to 2020, this study precisely quantifies and evaluates the aggregate welfare effects derived directly from highway infrastructure construction. This comprehensive evaluation is distinctly conducted from the nuanced analytical perspective of intricate regional-industrial interconnectedness. Furthermore, this study investigates whether the continuous expansion of these transportation arteries can be a highly effective, operational mechanism to systematically break down entrenched inter-regional trade barriers, narrow long-standing regional disparities and actively facilitate coordinated, cohesive regional development across the entire nation. The empirical findings of this comprehensive study are highly revealing. The results demonstrate that during the sample period, the aggressive construction of highway infrastructure led to a quantifiable and substantial elevation of the overall aggregate welfare of the entire society by 2.78%. More importantly, the data conclusively show that the historically less developed central and western regions were the disproportionately larger beneficiaries of this enhancement. This outcome robustly confirms that this infrastructure actively helped narrow inter-regional disparities and promoted coordinated regional economic development. To ensure the absolute validity of these groundbreaking findings, rigorous robustness checks were performed. These conclusions maintain their statistical stability under a variety of stringent testing scenarios, notably including the substitution of varying elasticity parameters, the systematic alteration of the baseline comparison periods, and the theoretical integration of endogenous transportation costs. The comprehensive examination of the underlying economic mechanisms driving these transformative outcomes illustrated a multifaceted process of spatial economic realignment. Specifically, highway construction has acted as a powerful catalyst by substantially elevating the logistical efficiency and circulation of essential raw materials originating from the western regions. Concurrently, this enhanced physical connectivity has actively propelled the strategic, gradient transfer of specific manufacturing production segments from the highly industrialized eastern and central coastal hubs toward the western interior. This synergistic dynamic has fundamentally promoted the profound optimization of cross-regional resource allocation and has accelerated the expansion of the spatial industrial division of labor. Consequently, these intertwined processes have significantly fortified inter-regional economic linkages, thereby methodically eroding the historical developmental divides between geographic areas. Finally, this study concludes that over the past two decades, China’s highway infrastructure construction has accomplished far more than mere physical connectivity; it has fundamentally restructured the geographic paradigm of regional economic development. By strengthening essential economic linkages between different regions and strategically optimizing the spatial configuration of critical resources, this infrastructure has effectively narrowed inter-regional developmental gaps, confirming its function as an absolutely vital instrument to promote coordinated national development.
