| 绿色发展是高质量发展的底色，新质生产力本身就是绿色生产力。本文以习近平经济思想和习近平生态文明思想为指引，基于马克思主义政治经济学视角，围绕以新质生产力推动经济社会发展全面绿色转型的理论内涵、典型模式、重要关系、重点任务等进行了学理化阐释。新质生产力为经济社会发展全面绿色转型提供了价值引领、创新动能、要素基础、现实载体、制度保障。在创新策源、产业落地、生态协同、扩圈强链等不同转型阶段，新质生产力催生了“创新联合体”“零碳工厂”“生态产业化”“链长+链主”等新模式，推动了经济社会发展全面绿色转型的实践创新。以新质生产力推动经济社会发展全面绿色转型，需要处理好高质量发展与高水平保护、能源转型与能源安全、“双碳”承诺与自主行动、供给质量提升与需求结构升级等重要关系。“十五五”时期，落实“加快经济社会发展全面绿色转型，建设美丽中国”的重大战略任务，需要以新质生产力为核心动力，大力推进污染防治攻坚和生态系统优化，加快建成新型能源体系，积极稳妥推进碳达峰碳中和，加快形成绿色生产生活方式。 |

| Accelerating greener economic and social development in all respects and building a beautiful China are major strategies for China’s economic and social development during the 15th Five-Year Plan period. New quality productive forces （NQPFs） are a crucial driver for advancing greener economic and social development in all respects.Green development is the basis of high-quality development， and NQPFs are inherently green productive forces. Achieving greener economic and social development in all respects entails establishing production， lifestyle， and development models that foster greater harmony between humans and nature-the basis of this transformation lies in the development of NQPFs. This undertaking is both a significant theoretical issue and a pivotal practical endeavor. Understanding the inherent laws governing greener economic and social development in all respects and formulating scientific development concepts are conducive to promoting the innovative development of Marxist ecological civilization theory in contemporary China， further deepening the reform of the ecological civilization system，and advancing Chinese-style modernization to ensure harmony between humans and nature.From the perspective of Marxist political economy， this study aligns with the requirements of building modernization characterized by harmony between humans and nature and pursuing high-quality economic development. It conducts a theoretical analysis of key issues such as the theoretical connotations， typical model， important relationships，and key tasks of promoting greener economic and social development in all respects through NQPFs. This study aims to provide theoretical support for nurturing and developing NQPFs and advancing greener economic and social development in all respects.Promoting greener economic and social development in all respects is fundamental to solving China’s resource， environmental， and ecological challenges. NQPFs， featuring distinct green attributes and an eco-friendly essence， are the core driving force and key support for guiding greener economic and social development in all respects. NQPFs have provided value guidance， innovation-driven momentum， factor-based foundation，practical carriers， and institutional guarantees for promoting greener economic and social development in all respects. From a productive forces perspective， leveraging NQPFs to drive greener economic and social development in all respects requires guiding by the concept of green development， consolidating the material foundation through a tripartite framework of revolutionary breakthroughs in green technologies， innovative allocation of green factors， and green transformation and upgrading of industries. Moreover， it is essential to construct production relations that support green development.Promoting the comprehensive green transformation of economic and social development through NQPFs is a systematic project that needs to be advanced from multiple dimensions.It is not only an important means for high-quality development but also a key path for high-level protection； it requires promoting the transformation of the energy system while ensuring energy security； it needs to fulfill the “carbon neutrality” commitment globally while adhering to independent actions based on local conditions； and it is necessary to form a green production mode from the supply side and promote a green lifestyle from the demand side.NQPFs are the critical driving force behind greener economic and social development in all respects. During the 15th Five-Year Plan period， China needs to adhere to environmental protection to benefit the people， intensify pollution control efforts， and optimize the ecosystem. It should also ensure energy security， accelerate the construction of a new energy system， implement the “carbon neutrality” initiative， and maintain and improve the global climate governance system. It is also important to facilitate the circulation of supply and demand and accelerate the formation of a green production and lifestyle. NQPFs provide stronger innovative impetus and institutional guarantees for accelerating greener economic and social development in all respects and building a beautiful China. |
