      技术转移是技术成果及其蕴含的生产力变革机会的空间再配置过程,为区域经济一体化提供了新的实现路径 。本文利用 2010~2022 年中国 19 个国家级城市群中的2.1 万条城市对数据,证明技术转移显著提升了区域经济一体化水平 。从学习模式看,技术转移能够激发技术供需双方的自主学习行为,从而为区域经济一体化提供实现前提 。从作用机制看,技术转移通过缩小城市间技术知识宽度差距、降低技术水平高度落差以及提升技术创新契合度促进区域经济一体化发展 。从策略选择看,增强技术转移作用,在“是否外转 ”上要求同城与城际技术转移形成正向协同关系,其关键是使各城市的同城技术转移强度相对平衡;在“跟谁转移 ”上要求支持技术成果适度长距离转移,促进异质知识重组;在“如何转移 ”上要求短期内优先弥补后发城市的技术学习能力短板,长期内推动各城市技术学习能力共同提升 。本文有助于为深化技术转移体系建设、加大区域战略实施力度、增强区域发展活力提供政策启示。

      Technology transfer is a vital mechanism for resolving the contradiction between the spatial imbalance of technological innovation and the development goals of regional economic integration (REI). Studying the impact of technology transfers on REI can help better reveal the strategies for promoting high-quality regional development. However, the potential effects and mechanisms of technology transfers on REI still remain to be explored in the existing literature, making this study valuable.This study innovatively proposes the theoretical analysis framework called “learning modes-mechanisms-strategy choices” for the impacts of technology transfers on REI. Subsequently, based on panel data of city pairs from 19 national urban clusters in China from 2010 to 2022, this study conducts several empirical analyses. The following are some of the main conclusions:First, the effects of technology transfers on REI are based on the independent learning activities as the logical starting point. Through technology transfers, technology suppliers and demanders from different cities use the learning method of combining STI (science-technology-innovation) and DUI (doing-using-interacting) modes to realize the mutual diffusion of the know-what, know-why, know-how, and know-who, thereby strengthening the symbiotic relationship of economic activities among cities to promote REI.Furthermore, the main mechanisms through which technology transfers work are to narrow the gaps in knowledge breadths and the gaps in technological heights and improve the fitness of innovation activities between cities. These mechanisms are conducive to optimizing the cooperation environment between cities and promoting REI.Finally, the strategy choices for stimulating the effects of technology transfers depend on cities’ specific decisions. Regarding deciding on “whether to transfer out,” it reveals that strengthening the role of technology transfers requires a positive synergy between the intra- and inter-city technology transfers, and the key is to balance the intra-city transfers among cities. For “whom to transfer with,” with the increase in geographical distances, the intensities of the effects of technology transfers illustrate a “descending-ascending-descending” rule, which indicates that REI needs technological achievements to enable moderate long-distance transfers within regions. For “how to transfer,” it is necessary to enhance the learning capacities of both developing and developed cities in the long run but a higher priority is given to developing cities in the short run.In addition, there are significant heterogeneities in the impacts of technology transfers, with the “development and growth” of urban clusters having stronger effects. However, the promoting effect is relatively larger in the collaborative technology transfers between industry, academia, and research, as well as the technology transfers of strategic emerging industries. Further, it increases with the improvement of technology quality, the increase in years of learning between cities, the balance of numbers of transfers from mutual directions, and the reinforcement of high-speed rail accessibility.The contributions of this study are as follows. First, it not only helps to draw attention to the effects of technology transfers that have not been sufficiently revealed but also helps to provide theoretical explanations of technology transfers as an emerging method of REI. Second, it expands the research perspective by clarifying independent learning activities of technology suppliers and demanders as the basis for the role of technology transfers, overcoming the overdependence on mainstream theories such as technology diffusion and technology spillover. Third, by innovatively proposing the analytical framework, the specific mechanisms through which technology transfers affect REI have been elaborated, which highlights in detail that technology transfers are “blood-making” rather than merely “blood-transfusing.” Fourth, it enriches the findings by discussing the issue of strategy choices in technology transfers, thus improving the understanding of the spatial characteristics of technology transfers.
