This groundbreaking concept signifies a comprehensive transition from fragmented, compartmentalized policy responses toward a coordinated mechanism that serves national strategic objectives and promotes systematic governance. The proposition has emerged as a strategic response to the accelerating global changes, unseen in a century, and the complex interplay of internal and external pressures facing China’s economic development. Further, it addresses the fundamental challenge of enhancing the scientific rigor, coordination, and foresight of macroeconomic regulation to achieve high-quality development.The theoretical significance of this proposition lies in its systematic breakthrough of traditional Western macroeconomic frameworks that have long relied on policy compartmentalization and linear logic. Unlike conventional approaches that pursue policy independence and optimal rules, Xi Jinping’s framework establishes a policy organization logic centered on systematic coordination, elevating macroeconomic regulation from mere “tool selection” to comprehensive “holistic governance.” This theoretical innovation transcends the traditional “single tool-single target” optimal policy paradigm, rather emphasizing a tripartite systematic integration of “policy instruments-governance, objectives-expectation, and management,” thereby transforming macroeconomic policy from static allocation to dynamic coordination and from target equilibrium to pathway guidance. Such a theoretical reconstruction not only responds to contemporary challenges of fragmentation, short-termism, and localization in economic governance but also marks another significant advancement in the theoretical framework of socialist political economy with Chinese characteristics at the national governance level.From a practical perspective, this concept addresses the realistic challenges of multi-objective conflicts and fragmented policy instruments in current macroeconomic policy operations. The implementation of this concept has already demonstrated significant effectiveness in resolving systemic risks, stabilizing the economic foundation, and advancing structural transformation. Whether in policy coordination during external shocks or in balancing multiple objectives through comprehensive planning, the consistency of macroeconomic policy orientation provides robust institutional support for constructing a modern economic system and achieving Chinese-style modernization goals, serving as a crucial conceptual and institutional instrument for advancing the modernization of national governance capabilities.This study systematically elucidates the rich connotations and practical pathways of “enhancing macroeconomic policy orientation consistency” through five analytical dimensions—systematic thinking, multi-level coordination, dynamic equilibrium mechanisms, hierarchical policy objectives, and expectation management. Through comparative analysis with traditional macroeconomic policy coordination theories, the study reveals how “enhancing policy consistency” represents a major breakthrough in China’s distinctive macroeconomic theory, filling a significant gap in the systematic research on economic governance systems for developing economies. The study contributes not only to deepening theoretical understanding of policy coordination mechanisms but also proposes five operational institutional pathways for transforming macroeconomic policy orientation consistency from theoretical conceptualization to institutional practice.In the future, the construction of China’s macroeconomic policy orientation consistency will encounter dual innovations in technological tools and governance concepts with the deep development of the digital economy. The widespread application of algorithmic optimization and artificial intelligence technology promises to accelerate response speed in the “identification-matching-response” chain of policy transmission, while big data and machine learning methods will become crucial support for quantitative assessment of cross-policy effects, collaborative modeling, and policy conflict early warning systems. Future research urgently needs to advance in three areas. First, theoretically, it should further deepen the conceptual expansion and framework construction of “macroeconomic policy orientation consistency.” Second, empirically, it should strengthen the identification of multi-policy interactive effects and cross-policy experimental design.
