科技创新是发展新质生产力的核心要素,科技创新质量则是影响新质生产力能否持久发展的重中之重。作为重要的区域性产业政策,开发区升级能否带来创新质量提升?本文研究发现,开发区升级能够显著提升城市创新质量,具体表现为,对发明专利、高被引专利、高知识宽度专利以及关键核心技术专利等维度所体现的高质量创新具有显著的正向影响。机制研究表明,开发区升级带来的企业实际税率下降与基础设施完善,是其提升城市创新质量的核心机制。在此基础上,开发区升级吸引了大量的风险投资资金与创新型企业入驻,产生集聚效应,最终推动城市创新质量提升。进一步研究表明,开发区升级不仅提升了开发区主导产业的创新质量,还能促进开发区非主导产业的创新质量,且对主导产业的上下游行业也具有一定的创新扩散效应。本文为如何通过完善开发区政策来提升国家创新体系整体效能、实现高质量创新提供了有益借鉴。 |

High-quality technological innovation is essential to the sustainable development of new quality productivity. The upgrading of development zones is an important regional industrial policy, but can it bring about an improvement in innovation quality? This article constructs a quasi-natural experiment using the upgrading policies of development zones in different cities from 2008 to 2021 and uses a staggered DID model to examine the impact of development zone upgrading on city innovation quality and the underlying mechanisms of that impact. First, this article uses the China City Innovation Index proposed by Kou and Liu (2017) to measure the quality of city innovation and examine the impact of development zone upgrading on it. This index incorporates the values of all the patents filed in the city and can effectively represent the quality of city innovation rather than mere quantity. Second, this article examines whether the upgrading of development zones has increased the number of innovations as measured by traditional patent counts and the number of high-quality innovations as measured by high-citation patents, high-breadth patents, and key core technology patents. Third, this article discusses the basic mechanisms by which the quality of city innovation in development zones can be improved from the perspectives of firm tax burden and transportation infrastructure. Furthermore, it examines the agglomeration effect of development zone upgrading from the perspectives of venture capital and innovative enterprises. From this perspective, it explores how the reduction of actual tax rates for enterprises and the improvement of transportation infrastructure can strengthen the agglomeration effect of upgrading a development zone. Lastly, this article introduces the use of city-industry data to examine the roles of dominant industries and comparative advantages in the upgrading effect of development zones, and whether the upgrading of development zones can affect the high-quality innovation of the upstream and downstream industries of dominant industries through industrial chain spillover. |
