      推进数字产业集聚发展既能提升产业发展质量,又可促进能源资源高效利用。本文依据数字经济核心产业的分类标准,利用工商注册企业数据筛选出数字企业并构建城市数字产业集聚指标。研究发现,中国数字产业集聚度呈现“东部—中部—西部—东北地区”的梯度递减格局。在此基础上,本文引入数字要素投入,测算企业全要素能源效率,实证分析数字产业集聚对企业全要素能源效率的影响。结果发现,数字产业集聚显著推动企业全要素能源效率提升。具体而言,数字产业集聚主要通过改进企业管理效率、拓展企业创新边界和平台赋能等途径提升企业能源效率。此外,从集聚类型看,数字产品服务业集聚的作用效果最强。从区域和行业看,数字产业集聚在清洁行业、高数字资本密集地区和低资源禀赋地区的作用效果更加强烈。进一步研究发现,数字产业集聚在改进企业能源效率的同时也强化了能源回弹效应,但总体上依然具有节能效果。本研究为优化数字产业空间布局,推进经济社会全面绿色转型提供了理论依据和政策启示。

      Under the increasing pressure of global climate governance and the constraints of China’s dual carbon goals, it is urgent to empower the digital industry to overcome the resource and environmental bottlenecks of traditional extensive growth models and improve total factor energy efficiency (TFEE). The agglomeration of digital industries is empowered by the penetration of data elements and the diffusion effect of digital technology. This not only has the network advantage of innovative resource agglomeration but also an open source and open innovation ecology determined by digital elements and digital industry characteristics can break geographical boundary limitations, promote cross-subject knowledge flow and technology spillover, and affect enterprise energy utilization efficiency. This study uses massive industrial and commercial registration big data to screen core digital economy industry enterprises, construct urban digital industry agglomeration indicators, and empirically test the impact and mechanism of digital industry agglomeration on the TFEE of enterprises. First, based on enterprise business registration data, this study accurately identifies digital economy core industry enterprises through their business scope, summarizes micro enterprise-level data to the city level, and measures the level of urban digital industry agglomeration. Second, within the traditional framework of measuring TFEE, this study considers the input of digital factors and calculates the TFEE of enterprises in line with the development concept of the digital economy. Further, this study empirically analyzes the impact of digital industry agglomeration on enterprise energy efficiency and explores its mechanisms from the perspectives of management efficiency, innovation boundaries, and platform empowerment. Finally, this study examines whether digital industry agglomeration exacerbates energy rebound effects and whether digital industry agglomeration ultimately achieves energy savings.This study found that the degree of digital industry agglomeration in China ranges from high to low in the eastern, central, western, and northeastern regions, with agglomeration advantages concentrated in the Guangdong Hong Kong Macao Greater Bay Area urban agglomeration and the Yangtze River Delta urban agglomeration. Research has found that the agglomeration of digital industries significantly improves the TFEE of enterprises. Mechanism analysis reveals that digital industry agglomeration achieves energy efficiency improvement by enhancing enterprise management efficiency, expanding enterprise innovation boundaries, and empowering platforms. From the perspective of digital industry agglomeration types, the agglomeration effect of the digital product service industry is the strongest, followed by the agglomeration effect of the digital technology application industry. The agglomeration effect of the digital factor-driven industry is relatively weak, and the agglomeration effect of the digital product manufacturing industry is not significant. From the perspective of regional digital capital density, the agglomeration of digital industries in high digital capital intensive areas has a more significant effect on improving the TFEE of enterprises. From the perspective of industry cleanliness and resource endowment, the agglomeration of digital industries has a more significant effect on improving energy efficiency for clean industries and enterprises in low resource endowment areas. Further, the agglomeration of digital industries not only improves enterprise energy efficiency but also strengthens energy rebound effects; overall, it still has energy-saving effects.The following policy recommendations are proposed: First, take the Yangtze River Delta and Guangdong Hong Kong Macao Greater Bay Area urban clusters as strategic pivot points, and continue to promote the agglomeration of digital industries. A comprehensive plan for the spatial layout of the digital industry can help create growth poles and driving forces for high-quality development. Second, taking the agglomeration of digital industries as a starting point, continuously improve the TFEE of enterprises. Governments at all levels should play a guiding role and promote the active deployment and optimization of energy management systems by enterprises in the agglomeration area through tax incentives or subsidies. Third, continuously motivate enterprises to expand their innovation boundaries and unleash the platform empowerment effect. Establish a digital industry innovation community, and promote enterprises to break through traditional innovation boundaries through the deep integration of technological elements and knowledge spillover effects. Fourth, promote the agglomeration of regional digital industries according to local conditions. This study provides a theoretical basis and policy inspiration for optimizing the spatial layout of the digital industry and promoting the comprehensive green transformation of the economy and society.
