| 研究目标：探索新时代背景下规范管控土地财政的新思路，保证土地收益为发展服务。研究方法：从经济学原理出发，利用两部门生产函数推导出土地财政收入决定表达式，将其中通过显著性检验的解释变量代入含有省际相邻和省际距离矩阵的空间自回归模型进行估计，得到包括空间滞后因素在内的土地财政收入的影响因素。研究发现：土地财政受到经济发展程度、居民收入水平、就业人口分布等多种本地因素的影响，具有很强的惯性作用，且在省际空间范围内具有西高东低的溢出效应。研究创新：运用省际动态面板数据进行空间计量分析，精准识别了土地财政的空间外溢系数。研究价值：为制定相关财政政策提供依据。 |

| Research Objectives: To find a new way to regulate and control land finance in the context of the new era, to ensure that land rights are shared by the people and land revenue serves development Research Methods: Based on the principle of economics, the determinant expression of land fiscal revenue is deduced by using two sector production function, and the explanatory variables which are tested by significance are substituted for the spatial autoregressive model with inter provincial adjacent and inter provincial distance matrices to estimate the influencing factors of land fiscal revenue, including spatial lag factors Research Findings: Land finance is influenced by many local factors, such as economic development, income level of residents, distribution of employment population It has a strong inertia effect, and has spillover effect in the inter provincial space Research Innovations: Spatial econometric analysis using provincial dynamic panel data accurately identifies the spatial spillover coefficient of land finance Research Value: To provide a basis for better formulation of land fiscal policy |
