      研究目标:专利密集型产业绿色创新绩效评估及提升路径。研究方法:在对工业领域内专利密集型产业进行识别基础上,采用SBM-Undesirable模型和Malmquist-Luenberger生产率指数,从效率和生产率两个维度研究2009~2014年专利密集型产业绿色创新绩效。研究发现:专利密集型产业绿色创新效率仍有19.9%的提升潜力,其绿色创新生产率正增长且呈现“V”形动态演进特征,技术进步是主要驱动机制;不考虑节能减排因素,将会低估专利密集型产业创新效率,但会严重高估其创新生产率;专利密集型产业在绿色创新效率维度要优于非专利密集型产业,但在绿色创新生产率增长及其驱动机制维度要逊色于非专利密集型产业;专利密集型产业可以从单边突破式、循序渐进式和刺激跳跃式三条路径提升其绿色创新绩效,从而将专利优势转化为经济优势和竞争优势。研究创新:基于非期望产出视角研究专利密集型产业绿色创新绩效的行业分布、提升潜力、动态演进特征、驱动机制及提升路径。研究价值:摸清专利密集型产业的分布情况、创新特征及创新绩效,为知识产权强国战略和创新驱动发展战略探寻着力点。
英文摘要:
      Research Objectives: Green innovation performance evaluation and promotion path of patent intensive industries.Research Methods: On the basis of the identification of patent intensive industries in the industrial field, the paper studies the green innovation performance of patent intensive industry in 2009~2014 from two dimensions of efficiency and productivity, using the SBM-Undesirable model and the Malmquist-Luenberger productivity index.Research Findings: the green innovation efficiency of patent intensive industries still has 19.9% potential for promotion, the green innovation productivity is increasing and showing “V” type dynamic evolution characteristics and technological progress is the main driving mechanism; Without the consideration of energy saving and emission reduction, it will underestimate the innovation efficiency of patent intensive industry, but it will seriously overestimate its innovative productivity; Patent intensive industry is better than non-patent intensive industry in the green innovation efficiency, but is inferior to the non-patent intensive industry in the green innovation productivity growth and its driving mechanism dimension; Patent intensive industry can upgrade the green innovation performance from the unilateral breakthrough, progressive and leaping path, which will transform the patent advantage into economic advantage and competitive advantage.Research Innovations: the paper studies the industry distribution, the promotion potential, the dynamic evolution characteristics, the driving mechanism and the promotion path of the green innovation performance of patent intensive industry based on the perspective of undesirable outputs.Research Value: to find out the distribution, innovative features and innovative performance of patent intensive industry, to explore the focus of intellectual property powers strategy and innovation driven development strategy.
