| 本文以我国“科技兴贸”战略以及高新区“二次创业”发展为制度背景，在利用SBM-VRS模型测算了54个国家级高新区经营绩效与创新绩效的基础上，从城市贸易环境和高新区贸易水平两个方面实证考察了贸易对高新区绩效的分类影响。研究发现：城市的贸易开放水平显著推动了高新区经营绩效的增长，并且这种效应会在具有开放型导向政策的高新区中变得更为明显；而城市贸易水平以及高新区的开放政策对其创新绩效的影响却并不显著。进一步研究表明，高新区自身对外贸易水平的上升也只是推动其经营绩效的增长，且具有开放导向政策的高新区会更偏重对贸易规模的单纯性扩张，忽视了对创新能力的长期培养。 |

| This paper takes the strategies of trade’s promotion by science&technology and the Second-Time Pioneer for Hi-tech Zones as institutional background,and investigates influence of trade openness on Hi-tech Zones’ operating performance and innovation performance from two aspects of city’s trade environment and trade level in Hi-tech Zones,based on the measure and calculation of each National Hi-tech Zones’ efficiency with using the model of SBM-VRS.The paper finds that city's trade openness significantly contributes to the growth of operating performance for Hi-tech Zones,and the effect becomes more apparent especially to the Hi-tech Zones that have open-oriented policies,but it is not significant to its innovation performance.In addition,the influences of trade level in Hi-tech Zones on its performances are the same,and the Hi-tech Zones which have open-oriented policies tend to emphasize on the simple expansion of trade scale,while ignoring the long-term development of innovation ability. |
