| 学前教育营养干预是以低收入家庭子女作为施策对象的教育政策,对其健康营养状况和人力资本积累至关重要,有助于缩小收入差距和促进共同富裕。本文以中国农村偏远地区实施的学前教育营养改善计划为研究案例,从学业成绩视角评估该政策对儿童人力资本的影响和作用机制。首先,构建学前教育营养改善计划影响儿童人力资本(学业成绩)的理论模型,结果表明,学前教育资源不足将对儿童学业成绩产生消极影响,不利于儿童的人力资本积累,学前教育营养改善计划可以降低学前教育成本,改善低收入家庭子女的学前教育条件,进而提升其学业成绩。其次,使用队列 DID 方法对学前教育营养改善计划进行实证评估,结果表明,学前教育营养改善计划显著提升了试点地区受益队列儿童的学业成绩,并且通过提升健康和非认知能力以及改善其父辈教育观念促进学业成绩。拓展性分析发现,学前教育营养改善计划对完整接受政策干预儿童的学业成绩影响更大,体现出政策的累积效应。本文研究有助于理论上加深对学前教育干预重要性的理解,实践上为中国通过学前教育干预促进人力资本积累提供可行参考。 |

| Education is a national priority, which is related to the accumulation of human capital in the economy and society, as well as the construction of a strong talent country. Educational poverty alleviation is important for preventing intergenerational transmission of poverty. In the relevant measures of poverty alleviation through education, nutritional security and school education are crucial factors that complement each other. To improve the nutritional and health status of rural students and promote educational equity, the Chinese government launched the “The Nutrition Improvement Program for Rural Students in Compulsory Education” in 2011, which has played a huge role in poverty alleviation. The preschool education stage plays a foundational role in the entire educational process. Therefore, several local governments have introduced preschool nutrition improvement programs as an extension of the nutrition improvement program for rural students in compulsory education.This study takes the preschool education nutrition improvement program implemented in remote rural areas of China as a case study and evaluates the impact and mechanism of this policy on children’s human capital from the perspective of academic performance. First, we construct a theoretical model of the preschool education nutrition improvement program affecting children’s human capital (academic performance). The theoretical results indicate that insufficient preschool education resources will have a negative impact on children’s academic performance, which is not conducive to the accumulation of children’s human capital. The preschool education nutrition improvement program can reduce the cost of preschool education, improve the preschool education conditions of children from low-income families, and enhance their academic performance. Second, this study uses the cohort DID method to empirically evaluate the effect of the preschool education nutrition improvement program. The empirical results reveal that the preschool education nutrition improvement program significantly improves the academic performance of the beneficiary children in the experimental areas and promotes academic performance by enhancing their health and non-cognitive abilities, as well as improving their parents’ educational concepts.Expansion analysis finds that the preschool education nutrition improvement program has a greater impact on the academic performance of children who fully accept the policy, reflecting the cumulative effect of the policy. This study provides feasible references for China to promote human capital accumulation through early childhood education intervention.The contributions of this study are as follows,it conducts a novel quantitative evaluation of the impact of the domestic preschool education nutrition improvement program on children’s development. Existing research in China mainly explores the various impacts of preschool education on children’s development, and few scholars have paid attention to how preschool education nutrition interventions affect children’s human capital. This study is an important supplement to research perspectives. It focuses on the promotion effect of the preschool education nutrition improvement program on the accumulation of human capital for disadvantaged children. Previous research on the evaluation of the effect of preschool education intervention policies has mainly focused on how inclusive preschool education interventions affect children’s human capital or various aspects of development, with insufficient attention paid to disadvantaged children. This study explores the important role of the early childhood education nutrition improvement program in promoting the health of children from low-income families in remote rural areas and promoting educational equity. The research object is targeted and representative. This study constructs a theoretical model that elucidates how nutritional intervention in preschool education affects their human capital. From a theoretical perspective, this study analyzes the impact of the preschool education nutrition improvement program on children’s human capital through health, non-cognitive abilities, and parental education concepts, thereby expanding the theoretical research on preschool education intervention. It provides practical support for China to implement more comprehensive early childhood education intervention policies. The conclusion of this study indicates that the preschool education nutrition improvement program is crucial for promoting the development of human capital, especially for children from economically disadvantaged families. This echoes the scientific and rational nature of China’s proposal to gradually promote free preschool education and points out the path for promoting educational equity and advancing common prosperity. |
