| 高质量发展是全面建设社会主义现代化国家的首要任务,必须基于培育和壮大新动能的现实需要,实现经济持续高效增长、经济结构优化,积极应对全球经济格局变化。本文系统梳理《习近平经济文选》(第一卷)中关于中国经济增长动能转换的重要论述,从马克思主义政治经济学的视角,学理化阐释新时代中国经济迈向高质量发展必须经历培育新动能、实现新旧动能平稳转换的过程。通过分析新动能与旧动能的辩证关系,运用生产力理论、社会再生产理论、产业资本循环理论、社会总产品与社会资本的运动等理论,阐释新动能对推进高质量发展的总体要求,做好“以虚促实”、推动投资与消费双驱动发力、统筹国内国际相协调,以有效畅通国民经济循环。当前,全面深化改革进入深水区,中国经济行稳致远需要统筹好新旧动能的关系以实现增长动能的成功转换,这就需要适应形势变化,坚持稳中求进的工作总基调,科学谋划经济阶段性发展的战略目标;完整准确贯彻新发展理念,形成培育新动能的合力;在供给侧把握好有效投资动向,在需求侧坚持扩大内需,形成消费拉动增长、投资牵引升级的良性体制机制;健全宏观治理体系,协调好新旧动能转换过程,以体制机制创新塑造发展新动能新优势。 |

| Xi Jinping Thought on Economy profoundly grasps the internal laws of China’s economic development, integrating the basic principles of Marxist political economy with the realities of China’s economic development. This has promoted the Sinicization and modernization of Marxism and has guided the high-quality development of China’s economy. Currently, it is essential to lead reform with the new development philosophy, promote high-quality development, and cultivate new drivers of development. We systematically examine the important discussions on the transformation of China’s economic drivers in the Selected Works of Xi Jinping on Economy (Volume I) and provide a theoretical explanation from the perspective of Marxist political economy, illustrating that China’s economy in the new era must cultivate new drivers and achieve a smooth transition between old and new drivers to achieve high-quality development.Amid profound changes in both domestic and international environments, China’s economy faces new opportunities and challenges in the new era. High-quality development is an inevitable requirement to address China’s structural imbalances and the profound adjustments in the global economic landscape. Cultivating new drivers and updating old ones are important tasks for achieving high-quality development. The success or failure of updating old drivers directly affects whether the economy can move toward a more advanced, sustainable, and high-quality stage. Promoting the smooth transition between old and new drivers of development is conducive to optimizing the production structure, transforming traditional industries, stimulating development vitality, and forming a productive force and relations of production that align with high-quality development goals.We base our analysis of the importance of the transformation of old and new drivers of high-quality development on Marxist political economy’s theories of social reproduction and capital circulation.First, in promoting the transformation of quality, efficiency, and momentum in China’s economy in the new era, it is essential to understand old and new drivers based on the general logic of the development of productive forces and improve the quality of productive forces to construct a favorable pattern for the smooth transition from old to new growth drivers.Second, achieving dynamic balance between total supply and demand is an important goal of economic development. This requires supply-side structural reform to first address the manufacturing of means of production while understanding the overall characteristics of China’s consumption structure upgrading and enhancing the foundational role of consumption in economic development.Third, new drivers are the momentum for the coordinated development of the real and virtual economies. It is necessary to solidify the fundamental role of the real economy, scientifically grasp the positive role of effective investment in the smooth reproduction of the real economy, guide the return of the virtual economy, and improve the quality and efficiency of economic development.Fourth, cultivating new drivers can effectively respond to the impact of international economic and noneconomic factors. Leveraging diversified international supply chains to enhance their resilience creates a favorable environment for the transformation of economic drivers, fully demonstrating that security and development are essential prerequisites and guarantees for building the new development paradigm.To anchor the goal of high-quality development, it is essential to cultivate and expand new drivers in an all-around, multidimensional manner and promote the transition from old to new drivers. Xi Jinping Thought on Economy presents the overall requirements for the transformation of drivers from four perspectives—old and new drivers, supply- and demand-side, real and virtual economies, and domestic and international circulation. It provides policy guidance for achieving high-quality development. By adhering to the overall principle of seeking progress while maintaining stability, scientifically planning the phased strategic goals for economic development, deeply implementing the new development philosophy, injecting vitality into the cultivation of new drivers through systematic development, balancing the relationship between total supply and demand, and using new drivers to promote a high-level dynamic balance between supply and demand, we can improve the macro governance system and shape new advantages for development through institutional innovation and coordinated mechanisms.Given the practical need to cultivate and expand new drivers, China’s economy in the new era must achieve sustained, efficient economic growth; optimize the economic structure; and actively respond to changes in the global economic landscape. The basic theory of Marxist political economy scientifically analyzes the dialectical relationship between old and new drivers and explains the political-economic logic of using new drivers to achieve high-quality development. Xi Jinping Thought on Economy is grounded in Marxist political economy and scientifically recognizes China’s economic development achievements. An in-depth study of Xi Jinping Thought on Economy not only helps innovate Marxist political economy but also helps break free from the path dependence of Western economic theories, thereby forming an economic discipline system, academic system, and discourse system with Chinese characteristics and effectively advancing the construction of China’s independent economic knowledge system. |
