      低碳城市试点政策是中国实现“双碳”目标的重要举措，低碳企业进入退出是推动经济低碳发展的重要驱动力。本文基于中国2006~2021年的企业工商注册数据，采用渐进双重差分法考察了低碳城市试点政策对低碳企业进入退出的影响及其机制。研究发现：低碳城市试点政策显著促进了低碳企业的进入退出，在进行一系列稳健性检验后该结论依然成立。机制分析表明，低碳城市试点政策通过降低低碳企业的制度性进入成本与要素类进入成本促进了低碳企业的进入退出；同时，该政策通过提高绿色技术门槛，使得绿色技术水平高的低碳企业进入市场，绿色技术水平低的企业退出市场。进一步研究表明，低碳城市试点政策通过提高新进入企业中低碳企业的占比推动了试点城市的产业低碳转型。本文从企业进入退出视角为低碳城市试点的经济效应评估提供了新的经验证据，也为地方政府激发市场活力、推动产业低碳转型提供了决策参考。
