This integration is crucial for stimulating the innovative vitality of industrial development, enhancing the driving force of economic transformation, and elevating the comprehensive competitiveness of China.General Secretary Xi Jinping’s important discourse on promoting the deep integration of scientific and technological innovation with industrial innovation is an integral part of his Economic Thought. It represents both an inheritance and development of significant assertions, such as “science and technology are the primary productive forces,” and constitutes the latest achievement in the sinicization and modernization of the Marxist view of science and technology.Focusing on the three key emphases of scientific and technological innovation, industrial innovation, and the transformation of scientific and technological achievements, we systematically review General Secretary Xi Jinping’s new ideas, perspectives, and assertions regarding the promotion of the deep integration of scientific and technological innovation with industrial innovation. From three perspectives(institutional reform, mechanism innovation, and guarantee system), we summarize and synthesize China’s new practices and experiences in promoting the deep integration of scientific and technological innovation with industrial innovation. From three dimensions(factor support, subject-driven approach, and process realization), we provide an in-depth interpretation of the core factors of promoting the deep integration of scientific and technological innovation with industrial innovation, with particular emphasis on exploring the interactive mechanisms among high-quality scientific and technological supply, enterprises’ principal position in scientific and technological innovation, and the transformation of scientific and technological achievements.On this basis, from the perspectives of theoretical, historical, and practical logics, we elucidate the internal mechanisms of promoting the deep integration of scientific and technological innovation with industrial innovation. Regarding theoretical logic, the promotion of the deep integration of scientific and technological innovation with industrial innovation is rooted in the continuous evolution of traditional productive force theory, the adoption and development of both classical political economy’s theory of technological progress and Marxist productive force theory, and deepening and expanding the theory of new quality productive forces. From the perspective of historical logic, scientific and technological revolutions inevitably trigger industrial revolutions. The relationship between scientific and technological innovation and industrial innovation has experienced four stages(technology breakthrough-demand response, demand-driven-technology support, dual-wheel drive, and integrated drive) demonstrating a developmental trend from unidirectional linear transmission to bidirectional coupling development and from relative isolation to deep integration. Promoting the integrated development of scientific and technological innovation with industrial innovation is an inherent requirement of following the laws of historical development and conforming to the trends of the times. In terms of practical logic, promoting the deep integration of scientific and technological innovation with industrial innovation is not only an inevitable requirement for responding to unprecedented changes unseen in a century but also an important measure for advancing the industrial chain toward the medium-to-high end, as well as an effective approach to resolving the challenges in the transformation of scientific and technological achievements.Facing the new opportunities brought by the accelerating evolution of a new round of scientific and technological revolution and industrial transformation, as well as the new requirements for achieving socialist modernization during the 15th Five-Year Plan period, the follow should be implemented: the promotion of the deep integration of scientific and technological innovation with industrial innovation must take further comprehensive deepening of reform as the key point and institutional construction as the main line; institutional reform, mechanism innovation, and the guarantee system should be continuously advanced; and the construction of a strong country and the great cause of national rejuvenation through Chinese modernization at a new historical starting point should be comprehensively advanced. | | 查看全文 |
