| 本文结论是：由于劳动对产出的贡献要高于实际的劳动者所得，提高劳动报酬占比不会损害资本的合理利益。在提高劳动报酬占比的途径方面，提高劳动者的工资水平和扩大就业都是主要选项，采用何种途径提高劳动报酬占比，要依据当时的发展水平和要素禀赋；发展水平较高的东部地区通过提高劳动者工资水平可以有效提高劳动报酬占比，而发展水平相对较低的中西部地区则通过扩大就业可以有效提高劳动报酬占比。 |

| Labor’s share of national income has raised concerns for the rapid decrease in recent years. The improvement of labor’s share has profound implications not only for the lessening of income inequality but for the increasing of consumption to GDP ratio. Intuitively, wage-raising and employment promotion are both available policy options to improve the labor’s share. By theoretical and empirical analysis we find that the policy choice should be determined by the differences in development and factor endowments, specifically the elasticity of substitution between labor and capital, in different regions. In the east, where the elasticity is lower than one, wage-raising is effective to improve labor’s share. Otherwise, we should resort to employment promotion in the mid-west where the elasticity is higher than one. |
