      研究目标:考察排污权交易制度下,污染减排和工业发展的实际成效,并测度“环境-工业”系统间的依赖关系和工业绿色发展的时空分异。研究方法:基于我国2003~2017年31个省份的面板数据,使用描述性分析、耦合协调模型和Dagum基尼系数等方法进行实证研究。研究发现:排污权交易制度下,我国实现了主要污染物的总量减排和工业发展,基本符合“强波特假说”的理论阐述;“环境-工业”系统间存在较为明显的依赖关系,在多数年份中处于高度耦合阶段,但在考虑发展水平的条件下,耦合协调度仅在最后3年达到较高水平,仍存在较大的提升空间;工业绿色发展的总体水平存在时空差异。东部和西部地区之间的差异最为明显,西部地区的区域内分异程度最大。研究创新:构建了排污权交易制度下,污染减排和工业发展的理论模型。从系统间的依赖关系和区域差异两类视角出发,识别了“环境-工业”系统间的依赖模式和工业绿色发展水平的时空分异来源。研究价值:为进一步加快我国排污权交易制度本土化,协调环境质量与工业发展提供经验参考。

      Research Objectives:To measure the actual effects of pollution reduction and industrial development with the emission trading,and the dependence between “environment-industry” systems and the overall space-time difference is measured.Research Methods:Based on the panel data of 31 provinces in China from 2003 to 2017,empirical research is carried out using descriptive analysis,coupling coordination degree model and Dagum Gini coefficient.Research Findings:With the institution of emissions trading,China has achieved the total emission reduction and industrial development of major pollutants,which is basically in line with the theoretical elaboration of the “Strong Porter Hypothesis”.There is a obvious dependency between the “environment-industry” system,which is in the high coupling stage in most years,but under the condition that the coupling coordination only reaches a higher level in the last three years,there is still a large room for improvement.There are great differences in the level of industrial green development between regions,and differences between regions are the main source of overall differences.The western region is the most divided,with a downward trend only beginning to occur in the region before and after 2014.The differences between regions are mainly manifested in the east and west,and the implementation of emissions trading system can significantly change the size of differences between regions.Research Innovations:A theoretical model of pollution reduction and industrial development under the emissions trading institution is constructed.From the perspective of the dependence between systems and regional differences,the dependence pattern between “environment-industry” systems and the space-time differentiation sources of industrial green development are identified.Research Value:Make a contribution to accelerate the localization of China‘s full emission trading institution,coordination of environmental quality and industrial development.
