      研究目标:通过引入能源消费,精准识别贫困和制定科学的扶贫政策。研究方法:将传统的投入产出价格模型扩展到中国多区域投入产出模型上,分析煤炭、石油和电力三大类能源相关行业价格变动对不同区域不同产品价格的影响;并运用QUAIDS模型构建消费者的需求函数,考察各产品价格变动对不同收入等级家庭的福利变化影响。研究发现:能源价格上涨将明显降低困难家庭和低收入家庭福利水平。当能源价格明显大幅上涨时,所有家庭福利均受到明显冲击,且在西南地区困难家庭的福利损失最为严重。与传统贫困研究不同,考虑能源消费时,京津地区、西北地区和东北地区受到的福利损失最为明显。研究创新:在研究贫困问题时,打破了仅考虑基本食品消费或者食品消费占支出比重的限制,更加精准地认识贫困问题。研究价值:考虑行业间的相互投入产出关系,分析了三大类能源相关行业价格变动对不同区域不同产品价格的影响,以及其对不同区域居民福利变化的影响,为更加科学地制定地区扶贫政策提供依据。

      Research Objectives: Through the introduction of energy consumption, accurately identify poverty and formulate scientific poverty alleviation policies. Research Methods: Extend the traditional input-output price model to China‘s multi-region input-output model, and analyze the impact of price changes in three major energy-related industries of coal, oil and electricity on the prices of different products in different regions; QUAIDS model is applied to estimate the consumer‘s demand function, which is further used to examine the impact of changes in the price of various products on the welfare changes of households with different income levels.Research Findings: Rising energy prices will significantly reduce the welfare of poor families and low-income families. When energy prices increase significantly, the welfare of all households will be significantly affected, and poor families in the southwestern region will suffer the most. Unlike traditional poverty researches, when considering energy consumption, the welfare losses in Beijing-Tianjin, Northwest and Northeast regions are most obvious. Research Innovations: When studying the problem of poverty, we have broken the convention of considering only basic food consumption, or the proportion of food consumption in expenditure, and more accurately understand the problem of poverty. Research Value:Considering the input-output relationships among industries, we analyzed the impact of price changes in three major energy-related industries on the prices of different products in different regions as well as the welfare changes of residents in different regions. Provide evidence for poverty alleviation policies.
