| 研究目标：详细分析中国废弃电器电子产品领域生产者责任延伸制度建设、实施效应与存在的问题。研究方法：运用2009~2019年中国废弃电器电子产品回收、处理与再生利用统计数据，溯源废弃电器电子产品生产者责任延伸制度建设、发展历程、实施效应。研究发现：生产者责任延伸制度实施以来，中国废弃电器电子处理行业获得了长足发展，但仍存在处理基金制度需进一步规范化、延伸责任承担不完全、生产者的经济责任与生态化设计及电子垃圾回收处理效果与环境影响关联度不够、多主体责任承担激励制度缺乏等问题。研究创新：针对中国废弃电器电子产品生产者责任延伸制度实施的内在机制，提出采用政府直接管制与市场机制间接管制相结合的运作方式，执行目标管理制度，完善生态化设计与无害化处置激励制度，实施消费者押金退款激励制度。研究价值：为政府EPR政策优化与实施提供重要的理论支撑和决策参考。 |

| Research Objectives: To analyze in detail the construction, implementation and development of producer responsibility extension system in the field of waste electrical and electronic products in China. Research Methods: Using the statistical data of recycling, processing and recycling of waste electrical and electronic products in China from 2009 to 2019, the construction, development process and implementation effect of producer responsibility extension system of waste electrical and electronic products are traced. Research Findings: Since the implementation of the extended producer responsibility system, China‘s waste electrical and electronic products processing industry has made great progress, the recycling mode is increasingly diversified, the resource and environmental benefits are gradually highlighted, and the waste electrical and electronic products processing technology has developed rapidly. However, the extended responsibility system with the treatment fund system as the main body needs to be further standardized in fund management; the extended responsibility undertaking is not complete; the economic responsibility of producers is not related to ecological design; the effect of e-waste recycling is related to environmental impact; and the incentive system of multi-agent responsibility undertaking is lacking. Research Innovations: In view of the internal mechanism of the implementation of producer responsibility extension system for waste electrical and electronic products in China, the operation mode of combining direct government regulation with indirect market mechanism regulation is proposed, the target management system is implemented, the incentive system of ecological design and harmless disposal is improved, and the incentive system of consumer deposit refund is implemented. Research Value: Providing important data support and decision-making reference for the optimization and implementation of government EPR policy. |
