| 研究目标：构建系统的中东欧投资便利化测度体系，分析中东欧投资便利化对中国对外直接投资的影响，并测算中国对外直接投资效率。研究方法：采用熵值法测度中东欧16国的投资便利化水平，运用非效率项随机前沿投资引力模型分析中国对中东欧国家的直接投资影响因素并测算投资效率。研究发现：爱沙尼亚、捷克和立陶宛的投资便利化水平较高，而波黑、塞尔维亚以及阿尔巴尼亚的投资便利化水平亟待改善。投资便利化指数的门限值0.5是中国对中东欧国家直接投资作用强弱的分水岭。在具体指标方面，政府与法制、劳动力供给以及创新技术应用具有正效应，基础设施质量则具有负效应。中国对中东欧国家的直接投资效率虽不断提升，但仍有提升空间。研究创新：投资便利化的相关指标作为非效率项引入随机前沿引力模型，规避了各地政府贸易措施、制度等不可观测的问题。研究价值：为改善我国在中东欧地区的投资效率，促进双边投资进一步发展提供了实证经验，有助于中东欧各国发挥自身优势，深化双边合作。 |

| Research Objectives： The paper systematically constructs the measuring system of investment facilitation，analyzes the impact of the level of investment facilitation in Central and Eastern European countries on China‘s direct investment，and measures China‘s direct investment efficiency in Central and Eastern European countries. Research Methods： Entropy method is used to measure the investment facilitation level of 16 countries in Central and Eastern Europe，and Inefficiency Stochastic Frontier Gravity Model is used to focus on the analysis of China‘s direct investment scale and efficiency in Central and Eastern European countries. Research Findings： The paper finds that the level of investment facilitation in Estonia，the Czech Republic and Lithuania is high，while the level of investment facilitation in Bosnia and Herzegovina，Serbia and Albania need improvement.The threshold of investment facilitation index is 0.5 that is a watershed for China‘s direct investment in Central and Eastern European countries.Among all indicators，the government and regulatory，labor supply，and the application of innovative technologies have a positive effect，but infrastructure quality has a negative effect.The efficiency of China‘s direct investment in Central and Eastern European countries is constantly improving，but there is still room for improvement. Research Innovations： Calculate the investment facilitation level of 16 countries in Central and Eastern Europe，and use the Inefficiency Stochastic Frontier Gravity Model and panel threshold regression model to study the impact of investment facilitation level on China‘s direct investment scale and efficiency. Research Value： The paper provides empirical experience for improving China‘s investment efficiency in Central and Eastern Europe and promoting the further development of bilateral investment.It will help Central and Eastern European countries to leverage their advantages and deepen bilateral cooperation. |
