| 张涛.高质量发展的理论阐释及测度方法研究[J].数量经济技术经济研究,2020,(5):23-43 | | 高质量发展的理论阐释及测度方法研究 | | Theoretical Interpretation and Measurement Methods of High-Quality Development in China | | | | DOI： | | 中文关键词: 宏微观一体化高质量发展测度体系 | | 英文关键词: Macro-micro Integrated Modeling High-quality Development Measurement System | | 基金项目:本文得到国家自然科学基金重大项目“宏观大数据建模和预测研究”（项目编号：71991475）资助。 | | | 中文摘要: | | 研究目标：探讨高质量发展的丰富内涵，梳理构建高质量发展测度体系应当遵循的思想准则，建立可供参考的、较为系统的、符合各项思想准则的高质量发展测度体系。研究方法：通过回溯新中国成立以来党内发展思想的演进过程，综合学术界对于高质量发展内涵的理论研究和建立高质量发展测度体系的实践研究成果，以文献研究法和模型分析法相结合，探索构建高质量发展测度体系的科学方法。研究发现：高质量发展是能够满足人民日益增长的美好生活需要的发展，其理论内涵会随着生产力水平和经济社会发展水平的提升而不断丰富。构建高质量发展测度体系应充分契合高质量发展这一概念的内涵，同时遵循必要的发展思想与统计思想准则，在原则层面上应具备全面性、异质性、稳定性与动态性，在技术层面上应具备透明性、可得性与简明性。研究创新：本文较为系统地构建了包含企业、行业、区域三个层面的宏微观一体化高质量发展测度体系，将传统统计数据与大数据结合起来对东莞市制造业高质量发展进行了测算和分析。研究价值：为推进高质量发展测度的理论和实践研究提供借鉴，为提升政府、企业和个人等多种行为主体的决策能力提供有价值的方案。 | | 英文摘要: | | Research Objectives: Explore the rich connotation of high-quality development, sort out the ideological guidelines that should be followed in constructing a high-quality development measurement system, and establish a referential and systematic high-quality development measurement system that meets various ideological criteria.Research Methods: By tracing back the evolution of the development thoughts within the party since the founding of the People's Republic of China, and integrating the academic research on the connotation of high-quality development and the practical research results of establishing high-quality development measurement systems, we combine literature research and model analysis to explore the scientific method of constructing such a system.Research Findings: High-quality development is a development that can meet the people's increasing needs for a better life, and its theoretical connotation will be continuously enriched with the improvement of the level of productivity and economic and social development.The construction of a high-quality development measurement system should fully fit the connotation of the concept of high-quality development, and at the same time follow the necessary developmental and statistical guidelines.It should possess comprehensiveness, heterogeneity, stability and dynamics principle-wise and possess transparency, availability and simplicity technically.Research Innovations: This article systematically builds a macro-micro integrated high-quality development measurement system that considers the levels of enterprise, industry, and region.It combines traditional statistical data with big data to measure and analyze the high-quality development of Dongguan's manufacturing industry.Research Values:It provides a reference for promoting the theoretical and practical research of high-quality development measurement, and provides a valuable solution for improving the decision-making of various agents such as governments, enterprises and individuals. | | 查看全文 |
