| 研究目标：解构中国式发展不平衡发生发展机理和运行机制。研究方法：借助宏观统计时序数据，将提取的党中央全代会报告、《国务院政府工作报告》中的关键词出现频次作为权重（针对某一具体发展问题进行的轻重缓急区分），继而展开不平衡发展与治理的风险评估、诊断，运用阈值法进行测度和分解。研究发现：社会经济系统运行具有明显的跨时不平衡性、不确定性和动态复杂性，1982年以来呈现明显的前进性与曲折性的辩证统一演变趋向；2012年后，党和国家治理方略重选使得发展向着动态平衡目标逼近的可能性在增大。研究创新：引入党和国家治理主体，建构“体制的特殊品性”二重性理论框架。研究价值：构建中国经济与社会发展平衡论，提供不平衡发展治理方略选择的方法论基础。 |

| Research Objectives：Deconstructing the occurrence and operation mechanisms of the China‘s unbalanced development model.Research Methods: Measure of Index using Macro-data sets, extract the whole generation keywords from the Party Central Committee report, Report on the Work of the Government, take the keywords frequency as the weight (distinguish order of priority for development in a specific field), and then carry out risk assessment, diagnosis and treatment of uneven development, use the threshold method to measure and decompose.Research Findings: The social and economic system has obvious inter-temporal imbalance, uncertainty and dynamic complexity, Since 1982,the dialectical unity of progress and setbacks zigzag obviously trend; after 2012, Party and state governance strategy makes the possibility of gravity towards the development of dynamic balance target in increasing approximation. Research Innovations: By introducing the party and state governance and constructing the duality theory framework of “special character of the system”. Research Value: Constructing the balance theory of China‘s economic and social development, and providing the methodologies for the choice of the unbalanced development Strategy & Governance. |
